That's a simplistic argument to make, but it's a moot point as BlackRock wouldn't get out of bed to "buy" Scottish assets. They only give a shiny shite about macro, UK level, assets that can give them an even bigger waterfall of cash than they already have. Areas like the emerging renewables sector spring immediately to mind. A Scottish based company bought Blackrocks corporate pensions business 10 years ago. Companies buy and sell assets all the time. But the issue, as noted in the article, isn't to do with relatively minor areas like the airport, but massive future revenue streams in areas like renewable energies. It's probably true an individual can't spend the same money twice but governments certainly can.
