The (french) interviewer is absolutely incredulous when the president suggests that, to most of the world, there is little moral difference between the western powers and the Chinese and Russians. It's true that simply having white phosphorus munitions isn't illegal as their primary use is supposed to be as a smoke screen and so their use against military targets isn't prohibited, but it's illegal to use them in civilian areas as the risk of indiscriminate harm to non-combatants is so high (something Israel clearly cares deeply about).
