Rangers apparently set to go in with another offer according to the Daily Record so you may be correct. But if they want £150k for him, yet they've no money and the possibility of being relegated to League One it's understandable if they were to accept less than full price for the player. And it's also understandable other clubs will try to sign the player for less than the valuation. So given the situation at Livingston a "fair" offer wouldn't necessarily be £150k.
