It's a natural market for them, and saves the ridiculous nonsense of flying half way across the globe to play a regular season game. Zero personal interest in attending NFL games played outside the US anyway, so what's going on in London is a total irrelevance to me. Unless you think that people in Texas are raging at him and are doing this in some sort of revenge attack then I can't see the relevance. I suspect he will retire and then sign for the Bucs week 12 to be ready to play after the week 13 bye.
