Its quite worrying with the standard of driving there, you’re too scared to beep the horn when they do something and almost crash into you that they might pull a gun, not worth getting into confrontation.

Legally it would the guy in the wheelchair's fault if the bystander was shot.

I guess some of the bullets would keep traveling after they have flown through the wheelchair and the person.

Not sure what I was apparently wrong about in the first place, the standard of driving in America is absolutely appalling and they quite famously love open carry in texas, people are also very quick to pull guns in even relatively minor disputes in the states.

You guessed that people were scared to beep the horn and he corrected you on that. You then had another guess that he had a gun, hence the "wrong again".
