Verb. No. The practice was being used as a noun as in 'practice makes perfect'. Were the phrase 'practising makes perfect', the form with the 's' would be appropriate. A little tip for you Kincardine: when confronted by such dilemmas, substitute 'advise/advice' for 'practise/practice'. The principle is identical, but in the first case the words sound a little different from each other, so it helps.
