Yes, Its not even just law, the principle that the executive cannot make law without the approval of parliament is really huge. You dont get some PM declaring that they are making a law on an opinion poll or even their interpretation of a referendum, parliament has to act as (at a minimum) a rubber stamp on the way that referendum is interpreted. Its really poor rabble rousing. It runs against the deep grain of the English\Scottish\British political theory going back to the likes of John Locke and the post 1689 settlement. Checks and balances. The writers at the Mail know this.
