It's also possible that he has rivals within the regime trying to f**k things up for him with the Russians, who are no doubt furious, if it was launched from Shayrat airbase. It's really telling that a lot of liberals are flocking to congratulate Trump on approving bombing of Syria rather than focusing on his refusal to take in refugees. Most liberals as far as I can tell who are supportive of the attack also condemned Trump for his immigration policy and refusal to take refugees.
