It's not copying the EU Gordon Brown rolled out his Golden Rule 20 years ago (although whether he actually adhered to it is an essay question) and informal versions of the same idea were around long before. But it's worth noting that setting a rule doesn't dictate how you play the game they don't necessarily entrench inequality. My worry is that in pinning down one source of unsustainable growth you merely prompt a bubble to appear somewhere else. Wisconsin, you need to be done for your third time before you're in any danger of losing your license.
