It might be the rule, but it is clear that when an official raises their flag it is going to be a distraction to the players and that it is quite reasonable for the players to expect an offside decision to be given. The assistant referees have been advised not to flag immediately when they think it's close for exactly this reason. Man Utd would have had every right to be furious at the assistant if Aguero had actually been onside.

If you're making this argument for De Gea then why not for the assistant? If the referee hasn't stopped the game then he isn't doing his job properly if he's standing about with his flag in the air while play is carrying on. What if there had been another offside decision immediately afterwards?

The assistants are following the guidance issued by the EPL - flags must go up immediately if an assistant thinks there is an obvious offside. This is in contrast to other nations, and UEFA competitions, where the flag stays down until the goal is scored/play breaks down/etc.

If Man Utd don’t agree with this guidance then as an EPL member club they are perfectly entitled to propose it be changed. Otherwise, they need to reinforce into their players the message of playing to the whistle.

He is, because that’s what they are told and trained to do.
