They were already found guilty of breaking FFP regulations and had a cap on their European Squad. So they have broken the rules. The new ban is more to do with their lack of transparency than for the original breach. Some people have made the analogy of speeding - if you get caught you get 3 points and a fine. If you lie about not being the driver and are caught you face jail time. City are in the second group having already being found guilty of the first.
