It's even more dumb now as we are clearly going to get there fairly soon, and it then leaves the SG in a position where they have no room for manoeuvre. They can't keep "Level Zero" in place indefinitely, and "Level Minus One" sounds absolutely ridiculous. They have backed themselves into a corner where they will either have to lift every remaining restriction in place at the same time (something which I don't imagine they will want to do), and keep pointless restrictions in place for far longer than necessary because they aren't quite ready to remove them all.
