A better question would be how much expense did they go to. Often the answer was as little as possible. For several episodes of the original series, aliens looked just like humans but with silly costumes. Even the pointed ears for Spock were expensive so episodes featuring Vulcans or Romulans had some wearing helmets so they didn't need the ears as well. Then along came Star Wars which declared that aliens should look more alien hence later Star Trek had to do so as well.
