The apartment building in Dnipro appears to have been destroyed by a Russian anti-ship missile, designed to attack aircraft carriers. These missiles can’t be reliably shot down by current Ukrainian air defence but the Patriot systems due to be delivered in the next few months will be able to. The same type of missile was used on the daytime attack on a shopping mall in Kremenchuk several months ago.

Current counts are that more than 10 people have been killed, likely to rise. Pro-Russia commentators have jumped on comments by a Ukrainian former presidential spokesman who said that Ukraine had shot down the missile and the debris caused the damage - this seems to be untrue and doesn’t match with the information that is currently available.  

The Russian MoD posted this on Telegram after the attack

The text says “We load to the maximum”. Worth also remembering that around 10% of the population of Dnipro are refugees from the areas occupied by Russian troops.

Arestovych, who was a current spokesman not former, has resigned after his comments on the Dnipro attack.

Seems like they have - the next line of positions from Soledar are elevated and thus will be very hard for Russian forces to take.

There is also some talk that Wagner suffered such high casualties in the fight for Soledar and Bakhmut that they may be unable to push on any further.  This marries up with what happened in the summer when Russia took Lysychansk and Severodonetsk - they took the territory but had to stop advancing due to the losses they suffered.

A Ukrainian helicopter crashed into a nursery school near Kyiv, killing several children. Also killed were several senior Ukrainian officials, including the Interior Minister. Seems like it was a tragic accident, although investigations are ongoing.

If we have another war I won't go near a nursery, school or hospital. They seem to attract disaster.

Looks like the German SPD leadership really can't come to terms with the idea of having German panzers rampaging across the Ukrainian steppe again even when it is not the Wehrmacht that's going to be doing the rampaging this time.

Don't mention the war I did once but I think I got away with it. Seeing a few people suggesting that the Ukrainians may receive these and that it could help them go after the Kerch Bridge again:

and that might explain why Vlad feels a need to strengthen Moscow's air defences:

Seems a bit too mental in escalatory terms to actually happen though. Guess it could also be about the long range drones the Ukrainians claim to be developing.

Some reports from Russian channels that Russian forces have started an offensive in Zaporizhia Oblast. 

The summit of 50+ nations assisting Ukraine has concluded at Rammstein. Ukrainian defence minister today said they are happy with the outcome and that not all assistance has been publicly announced.

Hm! The Leopard tanks are leased not bought so Germany has control of them.

This means that Germany calls the shots and if Germany fancies trading with Russia in the future then they could be reluctant to let Ukraine have the help that they are asking for. Germany looks after Germany and no-one else.

Some are leased and others have been sold, it's more about the end user certificate I think, which gives Germany legal control. Not sure if they could do much if the rule was ignored though, apart from a probable monopoly on spare parts.
