Generally yes, RB's are not as well paid as CB's because a top CB is seen as more of a difference maker than a top RB. 

Cap is too complicated to explain here, but the jist of it is that if you give players contracts that guarantee them money, and you then cut that player in the middle of the guaranteed money period, the team still stays on the hook for the salary v's their overall cap number. "Dead Cap Value" is the hit to the team salary cap should they release that player, "Cap Hit" is what the player counts against the team salary cap assuming/while he is still on the active roster.

Bills 3 main decisions are whether to keep or release Tremaine Edmunds (LB), Jordan Poyer (S) and Devin Singletary (RB) to which I'd go yes, no, and no in that order. Poyer is great - the only game we lost when he played was in the playoffs, but he's 32 and had about 5 different injuries last season (which tbf he played through). Paying him big money, which he'll be after, is better spent on the much younger Edmunds who is still to hit his peak. Singletary is an average RB who isn't worth a second deal unless it's really low value.

There won't be any big FA signings in Buffalo this year because of the cap position and there will be some of the usual cap / roster gymnastics to lower the hit in the first place.

Theoretically you can, but it would be utterly pointless because you'd have to pay them at the rate for their O/D position, which is far more than any full-time LS gets paid. 

The phenomenon of full-time LS is a modern thing. Wasn't so long ago that they were always listed as their Offensive or Defensive position. Most of them are OC/OG by trade, but there were a few exceptions. David Binn was technically a Linebacker, and I have vague memories of a few being listed as TE's.

Zak DeOssie was a TE I’m sure. He was the Giants LS for years. Think he was a part of both the superbowl wins this century

Looks like the 49ers are going to draft a kicker and let Robbie Gould go. It's a bit of a gamble as he has always delivered in clutch moments, but as we've seen with other kickers once they pass 40, the drop off can be sudden and catastrophic. It saves close to $5 million a year against the cap if they do let him go.

Think he has said he wants to test free agency

Chargers will cut Dustin Hopkins, so there's going to be at least one above average vet kicker who should be reasonably cheap doing the rounds. Remains to be seen if he's still the same after his injury, but I'd have been perfectly content with Hopkins continuing as Chargers PK if Dicker hadn't emerged as a much cheaper option.
