There is a a penalty for entering administrations but further ongoing punishments for continuing to be in administration If there is a premeditated and well organised plan to bump your creditors and then exit almost immediately, for example by selling the club with indecent haste for £1, then the effects of the penalties for being in administration aren't that much of a problem. If however a complex administration drags on, for example if resolving the club's administration can only be achieved as the by-product of dealing with the collapse of a foreign financial conglomerate, then the signing restrictions are worse than the points penalty.
