Me and my grandad seem to think it's an old bunker from world war 2 when people were on the watch for German planes, there are quite a few scattered on the hills from Perth to Crieff. Do a Dunfermline and just claim you are one, sticking city road signs up everywhere to try and convince the locals that it's a genuine thing. Or stick the word City in the name of your local football team to make it extra official, although Kirkcaldy fairly fcuked up that option going for Raith.
