Several fast food joints had wee homeless camps in their car parks, as it's an easy place to get state-mandated free drinking water, and most busy intersections had people panhandling at red lights. People walking around in mental health crisis, was heartbreaking to see. They countered a news story about the LA mayor making rough sleeping illegal with a story of a new shelter to house 30/40 people.
