Yes, I always have been. Whoever runs the course makes the handbook. For courses/modules that are taught, the course leader develops all the material for it on their own - the learning outcomes, the handbook, the lecture material, the assessment, etc. That has not been centralised, nor can it be. Pretty much every professional service has been centralised however. IT, HR, finance, student support, etc. Our academic operations team was centralised so we don't have a local one any more. Someone in this new centralised team has made a new handbook (based on what, I do not know) rather than asking for the proper ones. Then collated all this dross and sent it in. I think they get used to getting out of tasks at home by pretending to be shit at everything, and somehow think they'll never need to hold down a job if they do the same at work. One workshy c**t seemed to have a never-ending stream of lassies from his old high school who'd stop by; if he disappeared, you knew he'd be out the front chatting up a wee group of fourteen-year-olds.
