Its pointing out a change in the HL rules from requiring the need to be full members of the SFA and floodlights at a level set by the HL board. Which has been changed to the above where there it is mentioned that you only need to be a Registered Member which acceptance into the HL provides. Which was done in the summer 2019 and there has been no mention of a HL2. In fact they're talking about adding the NCL, not creating a second division. Which is a commonly heard rumour dating back to discussions around introducing the pyramid to Scottish Football. A rumour that has now public documentation to support it. You're now on here saying you have to be licenced to compete at Tier 5. Where does it actually say that? Or has this been another rumour that has grown arms and legs over the years.
