I think the club have to stand by Rice and so they should, would be the height of hypocrisy for them to turn their back on him with amount of community and addict shite that comes out of the club daily.

Definitely want to see Rice continue, he hasn't always got the tactics right, but has shown that he can give a great team talk to fire up the boys when needed and his connections are invaluable aka Southwood and Stubbs.

Looks very tall, taller than Stubbs. Encouraging that Palace gave him a new two year deal recently but why the long wait to get him out on loan?

Definitely brave and admirable of Rice, and wish him all the best for his recovery.  Also praise to the club for saying they will stand by their man. 

However unless I'm miles off here is it not the case that it's up to the SFA, not the club, as to whether he is allowed to continued in his post - I thought that he could be banned from coaching for breaching the rules / code of conduct?

It could certainly change the way Scottish football interfaces with football gambling.  

If the SFA impose a charge, then there would be, hopefully, a huge reaction from the football community.  

If they don't, then it creates a precedent for everyone cited on such a charge to get off with it- the rules would have to change.  

We need to view addictions as a medical condition to reduce the stigma which presents these issues as some kind of choice.  If Scottish Football were to adopt this kind of thinking, then it would have consequences for all players and employees of football clubs.   This could and should start with an amnesty, whereby timely reporting is supported without fear of repercussion, which would also grant players access to specialist support- paid for jointly by the SFA and football clubs (I'd suggest out of fairness the levy for clubs should be taken out, proportionally, from  prize money... also FTOF).  There should also be a gambling charter, to which all clubs must sign up, whereby clubs must evidence what they are doing to raise awareness of this issue, and create a culture of acceptance and support, to a degree where players are encouraged as much as is practically possible to come forward.  

A bit ranty, but crossing my fingers for a therapeutic, rather than draconian response from the SFA.  Perhaps shouldn't hold my breath.

Youre right, however, he's played 90 minutes against a fourth tier english side, and only 25 minutes against championship sides.
I repeat, at the age of 21, he's played a grand total of 115 minutes.

Some good points there, and agree with the sentiment that the SFA should be supportive and also that addictions should indeed be looked at and treated as illnesses. 

I think where we might disagree slightly is that in the case of sports gambling there does need to be a zero tollerance approach as there's clearly an opportunity if not to directly impact results (and I am not for one second suggesting that this is the case here - Rice might have been betting on the dogs for all I know) then certainly to use insider knowledge to gain advantage. Making your living as a professional in sports should, IMO, mean that you don't get to indulge in sports betting - at the very least not the  sport you operate in. 

In Rice's case I think that you are right that 'do nothing' isn't really an option as that sets a precedent, but yes there should be some form of support/safety net perhaps by way of an industry fund or collective insurance as you suggest. For all the club don't want to support him I don't see how he can continue to hold a coaching licence, at least in the short term.
