The net transfer profit in a particular season is irrelevant when they have only been able to reach that point by colossally overspending in previous seasons. Sigurdsson's suspension happened several years earlier - any player who you think is an asset can suddenly not be one for various reasons, whether it be a bad injury, loss of form or in this rarer example, a legal case. It should be half of that at most. Man City still have an ongoing legal case for their large-scale long-term cheating operation because they decided to fight their case rather than pleading guilty. If they don't squirm their way out of it on a technicality like they did when they cheated in the Champions League, then they will face a much more severe punishment than Everton. However, the Premier League have to make sure their case is watertight which is why it has taking a while to put together. Chelsea are also facing charges now for a number of breaches.
