Let me explain.
For courses/modules that are taught, the course leader develops all the material for it on their own - the learning outcomes, the handbook, the lecture material, the assessment, etc. That has not been centralised, nor can it be.
Pretty much every professional service has been centralised however. IT, HR, finance, student support, etc. Our academic operations team was centralised so we don't have a local one any more. Someone in this new centralised team has made a new handbook (based on what, I do not know) rather than asking for the proper ones. Then collated all this dross and sent it in.
This was all done to make "efficiency savings" followed by a round of VR which has also left these new centralised teams chronically understaffed.
