They are simply an additional potential source of revenue. The world is still going to need oil for a long long time.....and new ways of tackling deeper more difficult extractions and making it cheaper to do so, are going to continue being developed for a while yet. The future is clearly renewables though. Scotland's geography in that respect, places it in a pretty much prime position to exploit developments in wind and tidal harness technology. In its infancy of development we are already a net exporter of such power. To enable the people of Scotland to benefit fully this asset needs to be controlled at source....using the Norwegian model to build up a sovereign fund.
