They probably, correctly, believe they don't get paid enough to attempt to stop a load of folk drinking, especially later trains where you'll get entire carriages having a drink. A nice young lady took a well stocked trolley to my upstairs seat on a a Swiss double decker. Guy sitting on the train home having a couple of cans or a few mates down the park with a carry out enjoying the sunshine, no problem and leave them be.
