Not entirely true, she only missed one actual test, arguably two depending how you define it or who you blame, and hasn't failed any (hard to fail one if you don't take it I hear you say!). However this is not a defence as I don't think she should be allowed to compete given what happened. It is the athlete's responsibility to make sure they comply, cycling in particular has a reputation and trust level that is rock bottom and the only way that will be restored is if cyclists are always available and willing to give tests and are punished if they don't. It's a pain in the arse for the clean athletes but that's the legacy of cycling I'm afraid. If you can miss a couple of tests and still compete then that is an open goal to start doping. "The anti-doping system in Russia is broken, corrupted and entirely compromised," said IPC president Sir Philip Craven at a news conference on Sunday. "The Russian Paralympic Committee are unable to ensure compliance with and enforcement of the IPC anti-doping code and the world anti-doping code within their own national jurisdiction and they can not fulfil its fundamental obligation as an IPC member. "As a result, the Russian Paralympic Committee is suspended with immediate effect." A British girl Chloe Tutton was fourth and seems rightly annoyed at the Russian competing! (Chen?). Adrian Moorhouse on commentary was saying that he was part of a committee that recommended to FINA that the biggest deterrent to doping would be a lifetime ban. One strike and you are out.
