Not entirely true, she only missed one actual test, arguably two depending how you define it or who you blame, and hasn't failed any (hard to fail one if you don't take it I hear you say!). However this is not a defence as I don't think she should be allowed to compete given what happened. It is the athlete's responsibility to make sure they comply, cycling in particular has a reputation and trust level that is rock bottom and the only way that will be restored is if cyclists are always available and willing to give tests and are punished if they don't. It's a pain in the arse for the clean athletes but that's the legacy of cycling I'm afraid. If you can miss a couple of tests and still compete then that is an open goal to start doping.

The entire Russian Paralympic team has been banned.

 

"The anti-doping system in Russia is broken, corrupted and entirely compromised," said IPC president Sir Philip Craven at a news conference on Sunday.

"The Russian Paralympic Committee are unable to ensure compliance with and enforcement of the IPC anti-doping code and the world anti-doping code within their own national jurisdiction and they can not fulfil its fundamental obligation as an IPC member.

"As a result, the Russian Paralympic Committee is suspended with immediate effect."

 

"Tragically this situation is not about athletes cheating a system, but about a state-run system that is cheating the athletes. The doping culture that is polluting Russian sport stems from the Russian government.

"The Russian government has catastrophically failed its Para-athletes. Their medals over morals mentality disgusts me. The complete corruption of the anti-doping system is contrary to the rules and strikes at the very heart of the spirit of Paralympic sport.

"It shows a blatant disregard for the health and wellbeing of athletes and, quite simply, has no place in Paralympic sport. Their thirst for glory at all costs has severely damaged the integrity and image of all sport, and has certainly resulted in a devastating outcome for the Russian Paralympic Committee and Para-athletes."

Yulia Efimova a Russian swimmer who has served a 16 month ban in 2013 for traces of steriods and served provisional ban after testing positive for meldonium earlier this year got silver in 200m breast stroke. A British girl Chloe Tutton was fourth and seems rightly annoyed at the Russian competing! No wonder, failed two tests and still competed.

Yulia Efimova a Russian swimmer who has served a 16 month ban in 2013 for traces of steriods and served provisional ban after testing positive for meldonium earlier this year got silver in 200m breast stroke. A British girl Chloe Tutton was fourth and seems rightly annoyed at the Russian competing! No wonder, failed two tests and still competed.

James Guy also came 4th in a final with the winner being a Chinese swimmer who had also served bans. (Chen?). Adrian Moorhouse on commentary was saying that he was part of a committee that recommended to FINA that the biggest deterrent to doping would be a lifetime ban. One strike and you are out. That recommendation was ignored.

If they tried it, it would only be reversed by CAS by the first athlete who challenged it.
