Yep. Playing a bunch of jobbers in their qualifying group then 3 jobbers the Euro 2020 group will see them as favourites for the title according to them.

A few players who were offloaded by the top EPL teams are in the Netherlands team - Blind, Depay, Babel, Ake and Van Aanholt.  Babel, however, was awful in the first half and subbed.

Got a feeling that Ronaldo could produce another moment of class  from nothingto give the edge to Portugal.

If it's just to bring sections up to 4 teams each that's fair enough.

It should (IMO) always have been 4 x 4 in Divs A B C with single 7-team pool in D (top 2 up/Div C bottom playoff losers down).
What about the Euro place for League D?

If they used that format for the 18/19 edition, one of Moldova, Liechtenstein, Malta, Andorra, Kosovo, San Marino or Gibraltar would be at the main tournament. And Kosovo are obviously just an outlier.

Agree in principal, would only make sense of the D League winners didn't playoff for a place at the Euros. Otherwise they would be laughably weak in the actual tournament. 

Given that future Euros will only have 23 qualifiers (as they will have a qualify, too) the change would make sense.
