Rangers didn't decide against offering him £60k a week. He(Or his agent) decided against taking a monumental drop in wages. Personally I think showing interest in him in the first place is more worrying. He was OK at Liverpool a long time ago but far from reliable. He is now past his best and has spent the last year in and out of his team with recurring injuries.
