They applied based on building a new stadium to be the host venue but it didn't happen quickly enough for UEFA's liking so they took the games off Belgium and gave them to England since Wembley was already hosting the semis and finals.

Internal issues meant they intended to build a new 'Eurostadium' to replace Heysel (or the King Baudouin as it's now known). Delays meant it couldn't be ready so UEFA removed their games and awarded them to Wembley which now hosts 3 group games + 1 R2 tie as well as both Semi-Finals and Final previously awarded.

Bidding wasn't reopened for Minsk, Sofia, Jerusalem, Skopje, Stockholm or Cardiff who had failed in the original process.

It's a few years ago now but did we not only beat them 2-1 over there in a friendly?

Not sure that was even in 'hot' period.

Tbf most of the 6 had been rejected for not meeting criteria in one form or another, so arguably shouldn't have expected to receive games whatever happened; although in some cases the bar would have been set with reference to the strength of the other bids.

However we pipped the Millennium Stadium to the 13th and final place by 22 votes to 21, with Stockholm behind that on 18, so it was rather harsh on them to give 4 more games to Wembley rather than award it to Cardiff or have a vote between Cardiff and Stockholm.

No, the spaces would be back-filled with the next highest finishers, meaning SFs of Scotland v Israel and Finland v Bulgaria (assuming some of those hadn't also qualified).


EDIT: Worth saying that it becomes really complicated if Division C teams are needed to fill spaces in Division A or Division B playoffs... there may not be enough teams which have failed to qualify from those divisions to make 4, and in those circumstances a draw is held for which move up and which stay put. In these circumstances that might make Hungary possible SF opponents if Israel ascended; or bring Romania or Greece into reckoning. As a section winner we can't get lifted up, though.

UEFA have also reserved themselves the right of "applying seeding principles" or "drawing tournament hosts into different paths", without them being defined AFAICS, which could also muddy the waters. There is for example a pretty good chance that most or all of the 12 teams from Division A will qualify automatically and therefore a number of spaces in Division A's playoffs (potentially all 4) will need back-filled.

FFS, it hadn't even occurred to me that was a possibility. I suppose the Israelis would say that they beat us on away goals anyway, so deserve another shot.

Albania in the final, or will it be Israel again?

Well it could be worse: Germany & Netherlands, Denmark & Eire and Finland & Greece will have met in the Nations League and the Euro qualifiers and can, on paper, do so in the playoffs too!

I would expect Scotland to take full points from SM & Kazakhstan, nothing from Belgium, beat Cyprus at Hampden and lose to them out there, so it all hinges on games against Russia. Decent chance, but will probably be looking to beat Finland in the play-offs, I imagine...
