He was hampered by the Eurosceptic wing of the party that were always pulling him down. That, and the sleaze that came almost weekly from MPs having affairs, taking bribes and the like. If I remember correctly, he as a person was more popular than his party as he was seen as a fairly straight shooter. Just too weak. In Tory terms, he was the David Moyes to Thatcher's Alex Ferguson. Many Tories never forgave him for simply not being Thatcher. Since he left office I have come to watch whenever he says something. Out of office he has come across as quite funny (which he never did in office) and not afraid to speak out.
