As someone who has pretty bad hay fever, then I can assure you that I fully intend to be carrying out my life as normal irrespective of having "symptoms" or not. It's just not feasible in the real world for people to take a "test" every time they sneeze or have a runny nose etc and surely the authorities must understand this.
