So is it the case that mathematically Trump doesn’t have enough votes to come back in Pennsylvania or are they just sticking their neck out given the massive trend towards Biden in the votes coming in?

Bit of both.

He needs to win something like 90% of the remaining ballots to overtake Biden

They take where the votes are to come from, how they have been breaking between the two candidates, what is needed to win and make sure the existing total is just beyond recount. That is a very simple version of it.

Ironically Fox News are delighted. Had Arizona vote gone different they could have had to break the hearts of QAnon clowns, instead its everyone who did not call Nevada that has taken that pressure of off them.
