They need to start a never ending public inquiry to prevent any reporting on how he was reported to have committed indecent exposure days before the murder but seemingly nothing done about it.
Having worked in various sexual offences units, I can confidently say that the sexual exposure incident would have been allocated to some poor sod in the Met who was juggling at least 15-20 existing enquiries as well as working shifts and responding to daily ongoing incidents. Nothing may well have been done but probably not for the reasons most suspect.

From what I've read in the media his car regi was reported in relation to an indecent exposure and that an investigation was underway to find out if it was checked against DVLA records. 

That was 6 months ago.

Edit - The public inquiry has already begun and it's led by Elish Angolini. It's her 4th inquiry into UK police in 7 years.

To be fair, incompetence is a fair explanation as well.

leaving aside him wanking at a McDonalds drive through, Couzens also showed up to a fellow policeman’s retirement do with a prostititute as his date. The other guys brought their wives and girlfriends, he hired a hooker. On at least one occasion anprostitute showed up at his station demanding that he pay her money he owed from a previous ‘engagement’. He went out to a cash machine, paid her and nothing else was said of it it seems.

My grandad was a policeman in the Borders. One summer he was walking through town from his allotment,’it was a hot day so he went into the pub and ordered a bottle of beer which he drank and then went home. When he was next on duty his superior officer took him into his office and told him that if he ever was seen drinking in the village again he’d be disciplined - you might have to arrest those men you were drinking with today.   This would have been the 1950s but I do wonder if any cops of that era would take a prostitute to a social event.

They need to start a public enquiry into why we have so many pointless public enquiries

The PM's official spokesman feels that Carrick's behaviour was unbecoming to that of a serving police officer. Somewhat harsh but probably deserved in this case.

Quote

"There is no place in our police forces for officers who fall so seriously short of the acceptable standards of behaviour and are not fit to wear the uniform."
