The reason for it is that they would be petrified of a game being called off for bad weather and having no free dates to reschedule it - made even worse if it was the last game in a group. Gibraltar, Portugal and Iceland all included for Azerbaijan but no restrictions on Spain or the Faroes. Also the small matter of Azerbaijan even having its own list while neighbouring Armenia and Georgia don’t.
