While various factors are causing that, a major one is Russia buying them from North Korea. It can only buy from other US-sanctioned nations such as Russia. So this is an effect of US sanctions, it forces trade and de facto alliance between the nations it freezes out. Iran and North Korea do not sell military equipment to Russia because they want dead Ukrainians, it's Russia alone who want that. Iran and North Korea do so because they have no alternative if they don't want their people starving (at least in North Korea's case). Sanctions on Iran is a particularly bad policy and that's not some radical anti-imperialist take, it was Obama's stance formalised in his JCPOA. Then Trump came in and smashed it all up.
