It was a strange situation. The SFA proposed the conference rather than the SPFL, something which illustrates the wacky nature of Scottish football. And the SPFL's top man kept very quiet about it. Isn’t that because the SFA own the hierarchy and the SPFL are the operator for the Senior leagues i.e. tiers 1-4? LL/HL and all levels below are operated by SFA affiliated bodies. In which case, SPFL tier 5 would be an extension to the Senior leagues as opposed to SFA Conference which would be the highest league outwith the Seniors. And presumably tier 5 will get a slice of the SPFL money pot, which means a bit less for teams in tier 1-4.
