Apparently as last relegated league club though Berwick didn't get the opportunity. 

Next years invite would be Albion Rovers. 

Nice wee earner for them.

Wait.... 

Are Albion not already in the cup this season? I thought Cowden just got an extra place that came because someone else got into Europe, so next season would be Albion if they haven't already qualified to play in it and there's a space available

Think it would be difficult for the SFA to further limit voting rights because this Conference league issue has highlighted the need to have plenty of smaller clubs as full members to provide a majority able to apply the brakes when necessary. On the flip side if extra clubs achieving entry-level licensing meant also becoming new full members again it would provide the SFA board with an incentive to raise the bar in a big way on licensing requirements. The way things are right now is far from ideal but it may be as good as it is ever likely to be for non-SPFL clubs.

In the past, it's been the LL runners-up who have filled any extra places I believe.

But it wasn't the "non-league voting block" that directly scuppered the SFA's proposal. If it had been decided by 42 SPFL clubs, it still had no chance of passing.
