welshbairn
I'm actually on Kelly's side on this - If the presiding officer actually just let him get on with his point instead of interrupting, there would have been no problem. Embarrassing officiating from Marwick. Me too.

Embarrassing officiating from Marwick. Wrong. These folk are elected Parliamenrians; they know the rules, or at least should do. They stand up and make a point of order, if it's a valid point of order they will be allowed to speak to it or at least elaborate. Once the Presiding Officer allows anyone to deviate from following that procedure it opens the floodgates. The Standing Orders of the Scottish Parliament are the property of that Parliament; if anyone wants to propose a change to them they can.

I'm not sure what it is in the above that makes what I said wrong. Kelly stood to make a point of order and was closed down before he had a chance to complete it. Admittedly, I have only seen the short clip posted above and on the BBC, but these certainly make it look like he had just stood up (the fact he says 'I rise to make a point of order' suggesting that this was the start of his speech). If you think that he needs to be hurried along in less than a minute, then I would have to disagree. The fact that his point appears to have been about the legitimacy of a ruling by the presiding officer makes Marwick's intervention look especially poor judgement. As I also said above, Kelly did not help himself by not sitting down, but I honestly think that it is Marwick who is to blame for this wee incident. The PO should be there to facilitate debate, not get in the way of it.

doulikefish
Yip but Kelly missed this one Rule 7.3 Order in the chamber1. Members shall at all times conduct themselves in a courteous and respectful manner and shall respect the authority of the Presiding Officer. In particular, members shall not speak or stand when the Presiding Officer is speaking.
Antlion
But Donald Dewar, Tony Blair and Gordon Brown triple-handedly built the Scottish Parliament brick-by-brick, to be ruled like the Roman triumvirate. Labour are above the rules! (Seriously, I wonder if Labour still see the "loss", as they call it, of their northern fiefdom as anything more than a temporary blip.) Antlion
Watching exchanges in the Scottish Parliament reminds me how bereft of talent we are in that institution. True - but watching debates in the UK parliament is hardly more edifying. We live in a world in which Hilary Benn's meretricious, pandering, cliche-ridden speech is considered earth-shattering, game-changing stuff. MONKMAN
Labour forecast to win no constituency seats in Holyrood election SNP Bad working like a charm, I see. South West Scotland will be yellow also. I'd be willing to bet right now, that the Tories won't win the two Dumfries seats.

I would like to think that the Parliament of an Independent Scotland will have a higher calibre of member. Aye but think how far we have come. Kate McLean was an msp. Just let that sink in. Kate was a personal friend (I saw was because I've not seen her in years) so I'll try not to be prejudiced in saying that I reckon there were and are worse in the Scottish Parliament and in Westminster. Glen Sannox
Labour MSP James Kelly escorted from the chamber after a spat with the P.O. What a giant mess they are! Just sums up Scotland and it's politics. Totally bereft of talent. Holyrood is no better than the local bowling club when it comes to small minded, angry, insignificant people getting all upset about trivialities. It's also worth noting, that not one of them can string a sentence together.
