If we are net contributors to the EU, then we will have (in theory) more money to spend on the NHS and schools. How much we will have and whether the Tories would actually spend it on the NHS and schools or just give tax breaks to their mates is another matter. You've also got the possibility that Brexit damages the economy and we get less in tax as a result so the NHS and schools suffer more funding cuts. Most impact analyses have pointed to a reduced economy bringing in less revenue, not more. It's not a giant leap that putting trade barriers and transaction costs in place is going to to be harmful to the coffers. We'd also need to spend all the 'savings' on stuff that we don't have to worry about at the moment as it is done by the EU. Even the Tory government in their most optimistic forecast believe we will see a 2.5% drop in tax revenue. Permanently. The financial crash was 2% temporarily.
