Therefor there will be no political fallout for him if these swinging cuts go ahead leading to hundreds of thousands of job cuts. let's just see how the state department goes about "enforcing" any of the proposed cuts to soft spending. They have been working contrary to Congress's insanely stupid immigration legislation for months. Trump can propose anything wants. The houses can vote for it. But the implementation is quite another matter. There seems to be an assumption that federal departments bend over to the whims of the administration.
