There was some heavy political pressure bearing down on this inquiry to try and get Sturgeon out which has fallen on its arse. If only the decision had been in the hands of someone who was not an appointee to the SNP if may have side-stepped the issue of his neutrality. The Party should have gone for someone-else who could have been seen to be independent as this was not just an internal Party affair (excuse the pun!). If you read the Wike info below it mentions that he was involved with a broadly similar situation with the Welsh Government. After that the First Minister there didn't last long and he became deeply unpopular.
