If I understand the SPFL rules correctly, the SPFL Board can waive a club’s requirement to comply with any part of the Membership Criteria (Rule D6). And if they decide not to waive the requirement, the Board can’t expel the club. The member club would have to be voted out by a Qualified Resolution at a General Meeting (Rule D3).
