Bear in mind the lack of understanding of the long term effects of radioactivity, so that to Truman, it was merely a bomb of unprecedented explosive power. In which case he was no worse off than Churchill, who's Bomber Command under Harris became incredibly adept at whipping up incendiary firestorms that utterly wrecked the likes of Bremen and Hamburg with as many casualties as Hiroshima - of course it took far more effort to mount, but the immediate results were the same.
