If Truman is in there, then so should Churchill and Roosevelt. Bear in mind the lack of understanding of the long term effects of radioactivity, so that to Truman, it was merely a bomb of unprecedented explosive power. In which case he was no worse off than Churchill, who's Bomber Command under Harris became incredibly adept at whipping up incendiary firestorms that utterly wrecked the likes of Bremen and Hamburg with as many casualties as Hiroshima - of course it took far more effort to mount, but the immediate results were the same.

Could certainly make that case. You could pretty much put a whole host of leaders of any great nation of their time up there in the list. Biggest stick, human nature, survival, etc.

I suppose the thing about the 2nd World War is that in it's scale and depth it probably wrought more misery and destruction than every previous conflict combined. As such, even the "Good Guys" wracked up Butcher's bills that would make the likes of Genghis Khan stop and think twice.
