Man City have had a reasonably favourable run of fixtures lately, but they've made the most of it with 8 wins on the spin. A few tougher fixtures coming up with Liverpool, Spurs and Arsenal in the next 3 weeks. They are looking favourites at the moment as they have found consistency that nobody else can find.

The current 'on-field decision' is consciously influenced by the availability of VAR though. They do not stick a flag up for offside to halt an attack while ongoing (which is an overall bonus) but can then stick it up after the move has concluded if there is doubt either way, safe in the knowledge that VAR will make the final call. That's not the same as making an authentic on-field decision. 

Given the greater benefit of letting attacks play out in football, I'm not sure that a 'decision on the field must be deferred to' model makes sense then. It works okay in the NFL and similar sports because their play predictably breaks down and the officials can then throw in penalties that directly impact the next phase of the game either way. Football is far too fluid for this to work.

ETA: Perhaps you could create a protocol using earpieces for the assistant to call their instant judgment of offside while letting play continue and use that as the genuine on-field decision to challenge/overturn in the case of marginal calls. That's not where we're at right now though.
