I wouldn't entirely rule that out, if Russia feels sufficiently backed into a corner. There has to be a hotline open for peace talks and rapid de-escalation regardless of Putin's culpability. 
Increased combat readiness heightens the chances of a very serious incident or miscalculation. The growing restriction of airspace to Russian craft also raises the problem of Kaliningrad being isolated - with Lithuania being the state between Russia/Belarus and its major Baltic Sea port. 
All of these are very concerning developments. Hopefully the possible opening of peace talks - however difficult and likely inconclusive to begin with - will be a first step back from the brink. 

I was reading the other day about how it's only a 65km strip separating Kaliningrad and Belarus: two roads and one train line, that would cut the Baltics off from land reinforcement.

NATO won't retaliate (with nuclear weapons) if Russia uses them against Ukraine as Ukraine isn't in NATO.
A lot of Russians would be killed also if they use nuclear weapons - not that that will worry him overly much, I suppose.

It's not Ukraine they would nuke.  It would be whichever NATO countries Putin thinks are making "aggressive" statements.

I wonder of Putin has made that made that threat knowing is getting ready to order the use of TOS-1 and TOS-1A thermobaric weapons on heavily built up residential areas in what would be a massive war crime.

That would surely trigger a NATO response against Russia due to the mass civilian casualties. 

However the threat of nuclear retaliation would  cause NATO to then back off.

Allowing Putin to carry on his murderous rampage at will.

IF it's on the cards that Russias inner sanctum is going to to anything about Putin, the time must be nearing. They are pushing ever closer to the edge. Is this rhetoric an attempt to strengthen a waning hand at the peace talks? He still has to get something out of all of this.

Russia have sent a hypersonic bomb loaded with a cocktail of AIDS and Ukranian killer bees mate. It will be here in 7 minutes.

Hopefully but most reckoning it's Russia stalling for time to get there supply lines sorted and reinforcements introduced to the theatre.

On the flip side it gives Ukraine time to get a breather and take delivery of the promised weapons
