is there a council rule that stops binmen from picking up rubbish that falls onto the streets from bins being emptied?

I used to have a blind student, who had a guide dog that had failed its guide dog exams. She couldn’t go out on a Tuesday as the dog couldn’t handle bins on the pavements.

I know it's not funny, but I now have this mental picture of a dog sitting at a desk with a pen in it's paw writing on paper.

There’s plenty to laugh about with that dog as it was so badly behaved for a guide dog. It used to get bored during her [the student] lectures and yawn like f**k.
