THEY HAD PAID EVERY CLUB THE MINIMUM AMOUNT, AND COULDNT PAY THE REST FOR ALL 42 CLUBS UNTIL FINAL POSITIONS HAD BEEN CONFIRMED BY THE SEASON BEING CALLED AS OVER. How much do you give them without overspending?
