The actually court ruling is pretty funny. It basically says, "there's nothing here that couldn't be said for any military personnel. This has been drafted because the President doesn't like transgender people". Checks and balances. It's annoying the way the left and right share the term "neo-liberalsm" as a default but undefined label for the status quo.
