From the modus operandi, it was either some sort of half-assed attempt to kill police officers (reports of police being called due to supposed gunshots), or this wasn't the intended time/place of detonation. Last month a guy in Toronto was sentenced for killing 10 and injuring 16 more in an incel attack, and in May last year, also in Toronto, a guy killed one and injured two in a machete attack at a massage parlour.
