They send MP's to the Spanish parliament. The UN doesn't consider them colonies unlike Gibraltar. It's like the way France treats its overseas possessions, like La Réunion and Guadeloupe as integral parts of France. Spain treats Ceuta and Melilla as actual parts of its territory. The way the UK treats Gibraltar, Falkland Islands etc (as British Overseas Territories) is as separate areas under the control of, but not part of the UK.
